Productivity Commissions Public Inquiry into Disability Care and Support 2010

The Productivity Commission invites the public to register their interest in a forthcoming inquiry into a long-term care and support scheme for people with a disability in Australia. The inquiry will begin in early 2010 and report by July 2011.

More information will be available once the inquiry has commenced. Register your interest in the inquiry and you will be kept informed of progress by email or post.

Scope of the review

The Productivity Commission is requested to undertake an inquiry into a National Disability Long-term Care and Support Scheme. The inquiry should assess the costs, cost effectiveness, benefits, and feasibility of an approach which:

  • provides long-term essential care and support for eligible people with a severe or profound disability, on an entitlement basis and taking account the desired outcomes for each person over a lifetime
  • is intended to cover people with disability not acquired as part of the natural process of ageing
  • calculates and manages the costs of long-term care and support for people with severe and profound disability
  • replaces the existing system funding for the eligible population
  • ensures a range of support options is available, including individualised approaches
  • includes a coordinated package of care services which could include accommodation support, aids and equipment, respite, transport and a range of community participation and day programs available for a person's lifetime
  • assists the person with disability to make decisions about their support
  • provides support for people to participate in employment where possible.

Australian Government to Consider New Approaches to Disability

Excerpts from the Joint Media Release
with The Hon Kevin Rudd MP Prime Minister and The Hon Jenny Macklin MP Minister for Families, Housing, Community Services and Indigenous Affairs and The Hon Bill Shorten MP Parliamentary Secretary for Disabilities and Children's Services. 

The Productivity Commission will investigate the feasibility of new approaches for funding and delivering long-term disability care and support. The inquiry forms part of the Australian Government's ten year National Disability Strategy being developed with State and Territory Governments and in consultation with the National People with Disabilities and Carer Council. The Productivity Commission inquiry will examine the feasibility, costs and benefits of replacing the current system of disability services with a new approach which provides long-term essential care and support for people with severe or profound disabilities however acquired.

 

The inquiry will examine a range of options for long-term care and support including consideration of whether a no-fault social insurance approach to disability is appropriate in Australia. It will also examine if a scheme would fit with Australia's health, aged care, income support and injury insurance systems.  These are complex issues that require rigorous analysis, design and costing. The feasibility study will assess whether a long-term care and support scheme would be appropriate, practical and economically responsible in the Australian context. The Productivity Commission will consult widely and will be assisted by an associate commissioner with specialist disability expertise. An independent panel of experts will also be established to advise the Productivity Commission and Government during the Inquiry.

 

The Productivity Commission will report to Government in July 2011.


The Commonwealth and State and Territory Governments have adopted a bold vision for the National Disability Strategy - an inclusive Australian society that enables people with disability to fulfil their potential as equal citizens.

 

This long-term agenda comes on top of an historic increase to Disability Support Pension and Carer Payment recipients of $70.83 per fortnight for single pensioners on the maximum rate and $29.93 per fortnight for couple pensioners combined on the maximum rate. The Government has also allocated substantial new funding under the new National Disability Agreement, with more than $5 billion in funding over five years to the states for specialist disability services, including supported accommodation, respite and in-home care. This includes the highest ever level of indexation and means that in 2013 the Australian Government's contribution will exceed $1.2 billion, compared to $620 million in 2007 under the previous government.

Free telephone interpreting services will be extended to pharmacies across Australia on an ongoing basis. The Department of Immigration and Citizenship, through the Translating and Interpreting Service (TIS National) and the assistance of the Pharmacy Guild of Australia, recently conducted a pilot extension of free telephone interpreting services, which showed that pharmacies using the service found it to be a valuable tool when communicating with non-English speakers and would use it again. Registered pharmacies around Australia will be able to access the service 24 hours a day, seven days a week. Commonwealth Scholarships Program

The Commonwealth Learning Scholarships (CLS) Program commenced in 2004. As of 1 January 2008, the program is known as the Commonwealth Scholarships Program. The policy objectives of the program are to facilitate choice in higher education and to increase higher education participation by students from low socio-economic status backgrounds, particularly Indigenous students and students from regional and remote areas. Under the program, higher education providers assess applicants and approve scholarship recipients in accordance with broad guidelines as determined by the Minister for Education, Employment and Workplace Relations (DEEWR). The scholarships are not treated as income for Social Security and Veterans Affairs pensions and allowances, or for ABSTUDY. NSW Rural Fire Service – AIDER Programme; Assistance for Infirm, Disabled and Elderly Residents

The AIDER Programme is designed to reduce bush fire hazards on bush fire prone property of infirm, disabled and elderly residents. The programme is a one off free service designed to support residents to live confidently on their bush fire prone properties. Residents can receive assistance with many services, including; Clearing gutters, Thinning vegetation, Removing leaf or tree debris, Trimming branches and Mowing long grass.

Disability workers sought for research about behaviours of concern

Disability workers and their managers/supervisors are sought for participation in a research project about the management of behaviours of concern.

Participation is open to anyone who works with people who have an intellectual disability (e.g., support worker, house supervisor, case manager).
The research comprises two parts. Disability workers may choose to participate in Part A and/or Part B, or neither part. Part A involves an interview and observations, and Part B involves the anonymous completion of questionnaires. Given the time commitment required for participation, funds for backfill can be provided so that disability workers can participate in the research during work time. A $30 Chadstone/Myer voucher will be given to disability workers who cannot participate in Part B during work time.

Australian hospital statistics 2007-08

Australian hospital statistics 2007-08 presents a broad range of information on Australian public and private hospitals. In 2007-08 there were: 7.9 million hospitalisations , 60% of these were in public acute hospitals; 566,000 admissions from public hospital elective surgery waiting lists with a median waiting time of 34 days; 7.1 million presentations to public hospital emergency departments, with 69% of patients seen within recommended times for their triage categories; and 1,314 public and private hospitals. Public hospital expenditure was $29 billion.

Counting the homeless 2006: New South Wales

Across Australia, 20% of the homeless were in boarding houses on census night in 2006, but in New South Wales the figure was 28%--the highest proportion in any state. Forty-five per cent of the homeless in New South Wales were aged 35 or older, compared with the national figure of 42%. AIHW catalogue number (HOU 204). Nationally, 19% of the homeless were in SAAP accommodation on census night in 2006, but in Victoria it was 31%. BUILDING BELONGING – CELEBRATING INCLUSIVE COMMUNITIES
DVD

The Building Belonging DVD is designed to assist groups of workers, congregations and community members to discover what is life-giving for older people. Ted Smeaton introduces ideas of Asset Based Community Development and starts a conversation about how to include older people in community. Asset Based Community Development, or ABCD, is a powerful set of ideas for helping communities to grow strong and create a place for everyone. This DVD looks at the ABCD framework, and explores how older people can have meaningful, healthy lives that benefit all the community. This interactive DVD is divided into five easy to use sessions and an introductory session. Each session should take around an hour to complete. Ted will ask questions throughout the workshop and participants are invited to take time for conversation within the group. These questions are also included in this booklet for further reflection. The Building Belonging resource can be used as a catalyst for conversations and sharing of community wisdom. A workbook accompanies this DVD and gives an opportunity to reflect on what these ideas mean for participants and their community. Competency Matrix - Website Launch

The Competency Matrix is an online tool developed by the CS&H ISC which assists users to connect the dots between qualifications, skill sets, job roles and more than 300 units of competency from across both the CHC08 and HLT07 Training Packages.
